With the enactment of the Act on Civil Protection and Civil Defense on January 16, 2025, the 5th National Practical-Technical Workshop was organized under the theme: “Civil Protection and Civil Defense – From Legislative Framework to Practical Implementation. Facts – Dilemmas – Solutions.” The workshop was conducted in an online format and was addressed to:
- Representatives of the government and local administration,
- Representatives of inspection services, emergency services, law enforcement, associations, and institutions involved in civil protection,
- Representatives of the private sector and public utility institutions – companies and organizations,
- Academics, experts, students, and anyone interested in civil protection and civil defence issues.
The workshop covered the following topics:
- Assumptions and provisions of the Act on Civil Protection and Civil Defense,
- Principles of the functioning of civil protection and civil defence systems,
- Tasks, authorities, entities, and resources of civil protection and civil defence in planning and operational dimensions,
- Principles of operation of threat detection systems and warning, alerting, and notification mechanisms,
- Rules for the use, registration, and technical conditions of collective protection facilities,
- Organization and operation of civil defence, as well as procedures for appointing civil defence personnel,
- The use of the latest technologies in designing civil protection measures against contemporary security threats.
Opening the event, the director of NATO DEEP eAcademy (Assoc. Prof. Piotr Gawliczek, PhD) stated: “It is my pleasure to welcome and invite you to share knowledge in a field that deeply encompasses your professions. Security concerns every individual. Living in a sense of peace is our fundamental need. So what should we do when peace is NOT guaranteed? Live in fear? Ignore the problem? No! We must create mechanisms, rules of conduct, and habits—both at the national level and within ourselves. These will give us the confidence to respond rationally and face dangers. A sort of INSURANCE against threats. A new calendar year has begun. Let us enter the coming months with HOPE for peace, but also with KNOWLEDGE!”
The workshop was organized by: the Polish Institute of Security and Defense Foundation in Wrocław, Safety Project Sp. z o.o., with organizational and substantive support from NATO DEEP eAcademy as the strategic partner of the Polish Association for Security. Additionally, through the NATO DEEP ADL Portal, 1,560 participants completed the survey and generated a certificate, including the Executive Director of the Association, Jarosław Tokarczyk.
